Does 1.15 have harsher stability?

I've played a couple long-term games with Rome (aiming for a modern victory, not the UHV.) Both times, I've noticed that my empire descends into civil war almost instantly when I get frowny-face stability. I just collapsed in a game where I got to -21, when I used to be able to get into the -40s. Is the new patch harder? Or is it just a couple instances of bad luck?
