Does 3.19 remove the CD check

I've heard that patching BtS to the official 3.19 patch removes the CD check meaning that you can play without the CD. Is this true?
 
That's odd, I thought that I already patched my game to 3.19 but it still checks for the CD, how do I check what version I have?

Start the game; in the main menu select "Advanced">"Check Build".

Not this. Should be "Civ version: 319"; "Save version: 302", and "Build version: 3.1.9.0" (at least that's on my - fully patched - end). So, update, mate! ;)

Use this download of the patch, though - the in-game updater is notoriously buggy. To make sure you're patching properly, you *have* to download and install it by hand.

Yes, download and install it manually. If you have Vista or Win 7 right click on the patch and choose run as administrator. The ingame updater does not work with 3.19.

I have windows 7 and I downloaded the patch (thanks for the link) but I can't figure out to install it. I tried double clicking on it, it asks for admin privs and then nothing happens. I right click on it and click run as administrator and it asks for admin privs and after that, still nothing happens:wallbash::deadhorse:. Any suggestions anyone?
