Does AI pick on you when you have Negative GPT

Is it my imagination or does is the AI more likely to demand gold from you when you are running a deficit (negative gold per turn).

Especially if you miss a diplomacy session with them (don't talk to them on one turn).

Then on the other hand, do they give you better deals if your army overwhelms them?

Yes, they will accept much better offers (better for you that is) if your military is strong, and if you're defeating them in a war you can often squeeze a couple little cities out of them, or techs/gold/resources.
