Maybe they shoud have had a global "improvement" for Monarchy to simulate a moden Dictator in that context.... like a wonder that simulates some of the effects of a courthouse for all your cities in Despotism and Monarchy. And of course, a courthouse would be cumulative. This would avoid the issues of a new gov't type, while still improving the old monarchy with a modern simulated dictatorial presence.
