Does anyone have the map editor that comes with civilization and MGE?

I bought TOT and found out that it does not have the map editor. Is is a freeware, or do you have to buy classic/MGE to use it? if its free, please tell me where to get it. Don't want to spend 30 bucks for an editor! Thanks

you can use classic MGE editor without problems, Lenin...
