Does the AI actually use Carriers?

I actually think the AI uses carriers pretty well, much better than other naval units. A few games ago I had the Aztecs park three carriers filled with bombers off my coast but just out of my vision range. They really did some bad damage to my coastal cities before I could return the favor and sink all the carriers with my own air force.
