Does the AI civs mood affect their offers?

Afaik the moods are from most positive to most negative:

gracious -- polite -- cautious -- annoyed -- furious

Let's say you trade something with an AI civ. Will he give you a better offer if his mood is more positive, or is the amount of gold etc. he offers independent of his mood?

Yes, mood has an effect on trading price; however the effect is rather small.
And "grant us a loan of gold" will only work with a civ in gracious mood.

Sometimes it seems that if the AI civs are mad at you or you don't have otherwise good diplomatic relations, they won't trade with you at all.

Well, if you don't talk to them, they won't like you. The more positive dealings you have with them, the more they like you.
