Does the " No City Razing " advanced option work ?

I read on this forum that you can't anymore raze a conquered city but within the advanced options I see this option is not flagged by default.

I ask, is it still possible to burn an opponent city after conquering it ?

Is there a way to kill an own city ?

From what I can tell so far, you can only raze regular cities, and you cannot raze capitol cities (And I think you can't raze city states either).

You can not raze cities that you built, original capitals, and city states. Everything else can be razed at any time it is under your control (e.g. you can annex a normal city, wait 20 turns, and then still raze it).
