Now that we've pretty much finished trying to beef up major cities, where should we focus now?
Currently, Groton is building the FP, and a road is being connected to Mure. There's also a couple of new cities in the area that were built.
Here's the origanal plan from before the war.
This was before the ability to build aquaducts. Here's an example: St. Octaviansburg is stuck at size six, but there's a worker irragating grasslands. True, the 3rd hill can use it, but the city needs an Aquaduct, which it is building.
For reference, here's a list of cities needing aquaducts and an analysis:
Vo Mimbre - Stuck at size 6. Above size 6, it can use 1 more plains, and a grassland tile (after the jungle is cleared). The other tiles are desert, some which could be mined as we have surplus food (it will be better once we get rails).
Huntington - Stuck at size 6. Above size 6, it can use 2 grassland tiles (1 which will be dyes) after clearing jungle, then 4 coastal tiles until medicine. It's currently building a library. The expanded culture will net 2 additional grassland tiles after clearing, which can only be used after the city passes size 6.
St. Octaviansburg - Stuck at size 6. This city is currently building an aquaduct, and perhaps has the most potential of the cities listed so far.
Mure - This one is very corrupt, and only size 2. It might get better with the Forbidden Palace. It's not yet connected to our trade network as of yet. This shouldn't be top priority for an aquaduct, since we'll want to work on our core cities.
Santa Lucia - Size 4. Like St. Octaviansburg, this one has a lot of potential. However, it has no improvements. It needs a temple/library and an aquaduct. Right now, it has 5 tiles worked, and a forest. This city shouldn't be touched until an aquaduct can be built. Once the aquaduct starts, we can start clearing jungle.
Raven's Flight - Size 4. This can use only 1 more grassland tile (once cleared), but the rest is coastal. There is a catch. The other tile is on the Greecan-Egyptian island.
Finklewink - This city is holding our Science Fair. It's also a former Babylonian colony and doesn't look like it's gonna be productive yet. Aquaduct or not, it's not a very high priority.
Acheron - Size 4. It doesn't have an aquaduct yet, but could use jungle clearing. It might not be very productive unless we build a courthouse. Otherwise, mining and clearing jungle might be for naught.
Cabaret Voltaire - Size 3 desert city. This city will never amount to much until the industrial era. This might be size 6 at best, and will never grow until rails come. Irragate the floodplains, plains, and leave the forest intact. Irragate 2 desert tiles, and this city is spent. Perhaps a 6spt city (assuming 25% corruption).
Almaren - Another colonial city. Like Finklewink, this isn't gonna amount to much. The colonies don't even have workers. We should waste gallies (and turns) transporting workers. They need to build their own. Also, like the other colony, production just isn't worth it yet.
Grand Bricolage - Doesn't have an aquaduct, but it's mostly a desert/hills/mountain city. It's got a worker pair there now.
BTW, I don't even like the locations of Ville de Buisson, and Grand Bricolage. We're losing 3 tiles north of Groton that'll never be used! (terrible placement, and will lose valuble infrastructure).
As for our core cities, they are growing nicely. Some are well over size 6, and others need aquaducts. The plan I made above still stands. When I plan out, I try to plan for the whole game, or what we want to acheive. I don't plan for the "next 10 turns".
One thing I want to know is, just what *IS* our plan now? Do we want another war soon? If so, then we had better start working on both of our cores. Where are we going to settle? If so, I need to know where to send workers to build roads so that the settlers will get there quicker.

Jungle Clearing Team - 6 workers (2 groups of 3)
Improvement Team - 10 workers (5 groups of 2)
Cities of Top Priority -
First Priority - (in the following order)
1. Vo Mimbre - Assign 1 "Improvement Team" to this city.
2. Vandelay - Assign 1 "Improvement Team" to this city.
3. Cijam - Assign 1 "Improvement Team" to this city.
4. Montpellier - Assign 1 "Improvement Team" to this city.
5. St. Octaviansburg - Assign 1 "Improvement Team" to this city.
The above teams should build irragation (2 turns), and a road (1 turn) on the labeled tiles. (Exception - move the irragated tile marked by the black line to the tile where the arrow is pointing. This tile is already irragated. So, ignore that northern tile)
Huntington - Assign 1 "Jungle Clearing Team" to this city.
Santa Lucia - Assign 1 "Jungle Clearing Team" to this city.
The above jungle clearing teams should concentrate on clearing the 3 "remaining" jungle tiles only. (This should take 15 turns), then regroup to become 3 "Improvement Teams". After turn 15, 1 worker team each will be assigned to these cities. The extra worker team will head to DR.
Important - All "Improvement Teams" should irragate, then road tiles that give the most food benefit in the following order: Flood plains, Grassland, Plains, Desert. Do -not- chop down forest unless it's marked by an "M". As the desert cities grow, keep the tiles on the floodplains for the quickest growth.
2nd Priority - (in the following order)
1. Deux Rivieres - This city's top priority now is as a settler factory, and does not need much more in the way of improved tiles.
2. Groton - This is a future (possible FP if we choose). We need to beef up our interior cities first, and build more cities (especially around this city). We need to concentrate on our first core of cities.
3. Sanction - This is a "Support" city, which we'll focus on after the core is built up.
3rd Priority - (in the following order)
1. Raven's Flight - This is a "2nd ring" city that's full of jungle. Once the interior cities are complete (15-20 turns, maybe), some attention can be given to it.
2. New Falcon's Haven - This city has about 5 usable plains, and several mountains. It won't amount to much until the industrial era.
3. Mure - This city is a sitting duck, that just won't grow. Instead of building warrior after warrior, it could build workers (atleast 2), and TRY to build a temple just to save it. It's doubtful if this city is really worth the effort. Rather, it's a free Babylonian city (thus the red color).
