i've noticed that its very difficult to get leaders before the induxtrial age. I had a medieval war using mostly elite knights and not one leadet thru dozens of victories. Got to cavalry and with way fewer eleite victories i'm getting a leader almost whenever I dont already have one.
I notice I don't get leaders whenever I have the window open and the fan on. I've also noticed I never get leaders when eating graham crackers. I'm pretty sure Civ3 takes offense to me using Winamp to play my own music, so at the start of any military campaign I have to close Winamp.
In more favorable light, I can confirm that if I pat my head and rub my belly at the same time, GL generation increases substantially.

Try closing your window (that is the translucent thingy leading to the outside world). If that doesn't work, move to the basement, or right into the centre of a town that is so polluted that even pigeons don't survive. If there is such a place. Anyway, you might still be lucky and get loud enough traffic noise to block off the birds. BTW there are way too many wolves around where I live.
I always get a great leader if i play long enough. but play as military civs its much better i once got three leaders in one turn as the germans had nine armies when i won the game with a space victory.
