Domination(Spell)

Alright, I had some questions about this. Sorry if they've been answered before, but I couldn't find anything with search(domination gave me the victory condition, and mind III was too short to search...)

Anyway, I noticed the spell has an innate 10% chance to be resisted. If the caster has promotions that reduce the target's spell resistance(potency, metamagic) can this be lowered to 0 for most units?

Nope, I once asked a similar question and the answer was that it's maximum success rate is IIRC 95%.
