Don't get Great Person - Vikings scenario

I expected to get my first Great Person (great engineer), the counter gave 99/100, but next turn no one showed up and counter gives 02/100....

The Capital's - Bergen - Great Person counter is 99/100, but next turn counter goes from 99/100 > 2/100 (in stead of 2/200), and no Great Person appears.
