1. Send them a diplomatic deal which your opponent wouldn't want to accept. For example, cultural exchange deal. It costs 40 influence for you.

2. Your opponent refuses the deal. It costs 13 influence for him/her. However, your influence is refunded (saw it in a tooltip during the stream).

3. Repat again and again until influence of the opponent is drained completely.

P.S. Not fun at all
 
I would imagine there is some sort of cool down period before another offer can be made. Also, you probably have to be a certain minimum relationship (i.e. neutral or pleased) to send this type of offer, and since rejecting the offer harms your relationship, you'll likely be in the negative rather quickly with that target civ making you unable to spam them with offers.

And tricks for the rest of us. haha, Doubtful I would resort to this, however. But sometimes I miss how OP some of the stuff at the beginning of Civ 6 was- I'm looking at you Adam Smith.

I feel like you've just described why I continue to get spam calls from "IT support".
