There is a great deal of snobbery about in regards to 'Duck and Cover' and its Civil Defence ilk.
But in the end, which is more conducive towards providing public peace of mind: Dismissively saying "You're all going to die, no matter what you do!", or providing them with something that will at least give them the semblence of hope and protection. Sure, it may not have worked if it came to it, but it was more than simple disdainful pessimism.
I do see the mocking of warnings of terrorism etc as the modern day incarnation of this. Sure, some of these pictures may be momentarily funny because of some perceived ambiguity, but if they provide reassurance and safety to even one person, they do their job.
