Dutch settlers cannot settle in CIV 6

This settler was not able to settle anywhere on the map. Is this a bug or is this a reason? I had 5 cities already, is this the maximum?

I think there is a bug on the map. Look on water indicator in the settler interface, it says homes +3, but there is no adjacent river, it should rather be +1. Or I am completly wrong and you are suzeraine of a Kumasi city state... Try another place to be sure.

I tried this settler at the top next to the fox and the sea before and completly at the left side of my island near 2 wheat farms. Guess this settler was bugged?

Interesting...You have maybe some addons activated ? But it is still weird, if it was an addon problem, you would have same issue with another cities before. Sorry mate, I have no reasonable explanation.

So I guess it is some kind of bug
