So you sign a RA on turn 65, the agreement wont happen ON 95, but the turn after.

So sort out your techs on turn 95, you want a bigger tech then right?

Yes, you'd have to plan on maximizing the median by turn 95. You see the result on turn 96, but it makes the calculation exactly 30 turns later. The new system is a little better because you get beakers instead of the chance to get a "free" tech that you may have nearly completed yourself. I made the mistake once under the old system of having 1 turn left at a choke point in the tree at exactly 30 turns, so I thought I was safe. Next turn, I got nothing. That was my first lesson about end-of-turn calculations.
