"Lyons" is a not-so uncommon English spelling for the French town of Lyon as far as I know, as the French Marseille is sometimes spelt "Marseilles" in English, so that does not seem to be something specific to Civ. I am not sure about Rheims though.
Another similar example is the 1415 battle, where Henry V and his archers won against the French. In French, this battle is known as Azincourt, while it is usually spelt Agincourt in English. Go figure.
