I think when discussing about how to improve CIV3 in order to get a new CIV4 one should concentrate on gameconcepts in stead of smalltalk about new units and wonders (please, don't feel offended!).
One such gameconcept could be the economic model. Present CIV3 knows luxuries, discoveries, maps and resources that can be traded. Would the model and gameplay(!) be improved if something like 'produced goods' would be included? Imagine civs that specialize in producing goods that can be traded for other goods from other civs. And in order to produce more elaborate (specialized) goods other more basic goods should be acquired. Not all areas can produce some goods as well as others (or maybe not at all). This way you will see some areas on the world map and civs specialize. And also some strategic choices could be introduced this way: Do I want my civ to be self-proficient? Or do I want to specialize in agriculture or should I rather go for metalworking? Or maybe set up a large timber-industry in this cold but tree-rich area?
