Editing Dialogue

Hello everyone I've got a question for you guys about adding some customized dialogue for a new Canada mod Civarmy is working on. I had asked him if we could add some custom responses to Sir John A MacDonald in the game and he said he wasn't sure what xml he had to edit. So here I am posing the question to all of you experienced modders. Can you guys help us out?
