The biggest problem with the Socialist Democracy is it requires a significant and fundamental change in the culture and the way people think not only about government and other people, but about themselves. People are so used to inequality that they've actually come to think it's best and resist it being changed.
Go figure. I suppose "Born a slave, die a slave" is all too true.
Though I do consider the ideal form of government a Minimal Tribalism form of government, which is similar to Socialism. As all governments are immoral save the minimal government, which is a uniquely moral establishment as anything larger or smaller is morally unjustified. And Modern Tribalism promotes a non-classist equal view of all people and respect for all forms of life, where it is understood that you truly do not "own" any living thing, and ownership of non-living things is temporarily and ultimately unimportant. All people are free to seek their individual "meaning of life" in the way they see fit, restricted only in that they may not unfringe upon the natural rights of others.
The key problem in establishing such a government is really the same as above. Current society is just too use to pursuit of material possession and not acknowledging any value or importance on any form of life other than humans, and even then only humans they approve of.
*ahem* But as to your question. The X and Y fields are the positioning of a tech on the Tech Tree. Just pick The Republic tech an change one of it's fields by 40. Save it and start up a game and look at the science advisor screen.
It takes some experimenting to get the "feel" for the numbers down, but it's not hard. Just kind of time consuming. The arrows won't draw properly, by the way.
There's also a bug somewhere when you create a new tech and right-click the last tech alphabetically such as Writing, where the game will throw and error requiring it be shut down.
