Edits to art files being denied

Hi ho!

Problem:
I have pix MIDEAST in city art folder. The pix shows CITY YELLOW. I rename it MIDEAST_OLD. I copy/paste a new pix into the cities folder called CITY PINK. I rename CITY PINK to MIDEAST. I then open MIDEAST (Pink) with GIMP, and it looks like CITY YELLOW. I open editor and the game, and MIDEAST is showing CITY YELLOW.

Please help.

Notes: I have been editing for years. Never had this issue before. Some bit ago I did a full restore on my comp, and wonder if that affected something.

I have deleted MIDEAST, emptied recycle box, then copied PINK into the city folder and renamed it, and it still converts to YELLOW. I can delete or rename in any order, doesn't seem to matter.

I made a new folder for LoTM2 calling it LoTM2-copy, but saved to my external drive, then deleted LoTM2, renamed LoTM2 copy to LoTM2, and the edit worked. Placed LoTM2 into my civ civ volder, and the 'bounce-back' effect occurred.

THe kicker is that all day I had been making changes, and this wasn't occuring.

Additionally, my workaround was to create LoTM3, a copy/paste of LoTM2, and edit the mod to look at LoTM3 for changes. This seemed to solve the problem, except old edits I had made days ago in LoTM2 suddenly 'popped' back to their originals in LoTM3- notably in the resource pix. Also, while normally you can make pix changes and then open a saved game and the pix changes will have taken effect, this was not happening (although I believe this is because the save was still looking at LoTM2).

Another interesting note is that previously if I had the mod open in the editor, and I wanted to view changes, I could just shuffle between maps. NOW I had to exit the editor entirely then reopen it to view the changes I was making to LoTM3.

Wth. Anyone know why this is happening and is there a solution? I would rather not have to keep making new 500mb folders every x hours.
