I normally play at the higher levels where cities flip all the time, and especially when resistance is high.
However, I just played a GOTM game at a lower level, where I got the distinct impression that resistance in cities actually prevented flipping
I would march in, take the city... march out... leave the resistance behind, and the cities never flipped back (which is what I expected them to do).
Also, the resistance remained even after the civilisation was destroyed, which I was not expecting.
Can anyone explain these strange experiences?
