Effect of level on resistance / flipping

Hi,

I normally play at the higher levels where cities flip all the time, and especially when resistance is high.

However, I just played a GOTM game at a lower level, where I got the distinct impression that resistance in cities actually prevented flipping :confused:

I would march in, take the city... march out... leave the resistance behind, and the cities never flipped back (which is what I expected them to do).

Also, the resistance remained even after the civilisation was destroyed, which I was not expecting.

Can anyone explain these strange experiences?
 
It is probably a culture thing. On higher levels you are usually dominated culture wise making flips more likely. Here you might have the cuture lead.
 
Flipping also depends on the ratio of your and your opponents local (in that city) and empirewide culture. At lower levels, your culture will be better than your opponents, at higher level it will be worse. So you will experience less (wartime) flipping at lower levels.

Rebels disappear when troops are present in the cities. Each unit can "pacify" one rebel each turn with a certain probability. This probability is again based on empirewide culture of you and your opponent. If there are no troops in the cities, the rebels will remain. I believe the last enemy city you conquer will have no rebels, but the previous ones will.
