Hi and welcome...

There isn't any way to use world builder without running the game.

Once you have finished editing in world builder, click the "save" button in the top right corner.

There are 2 or 3 map editors here for download that can make it easier to edit maps. Also, you can edit the maps with Windows notepad (or any text editor).
