No, we don't mean using the add/remove program in control panel.
We meant deleting the folder using *Windows Explorer*. If the files are not in use (e.g. RPGMaker is not running), you should be able to remove the files.
If the files won't go (which means they're in use), then you need to:
1. Press ALT-CTRL-DEL
2. Select Task Manager
3. Click on Process tab.
4. Select each item and press End Process. Do this for all items except SERVICES, SYSTEM and SYSTEM IDLE PROCESS.
5. Now go and remove the files.
That will not clean RPG Maker completely - it will have registry entries left behind, and maybe some files too. See if you can find another RPGMaker user with computer knowledge to tell you where all the leftover items are, and thus how to remove them.
If even that won't work, I'd say you're in trouble - some kind of suspicous program or virus is in your system.
BTW, restart your computer afterwards. Some process you've killed are needed for normal operations.
