[R&F] Emergency bug?

I'm playing a game as Korea and got this emergency:

Obviously since I'm playing s Korea/Seondeok I accepted this emergency. And we're at war like normal, our units can fight each other.
But the diplomacy system doesn't seem to be taking this into account;

If I try to establish my Resident Embassy now, this happens;

I was also able to declare my friendship while I was supposed to be at war with her, although I didn't take a screenshot of this.

I'm pretty sure this isn't meant to be happening. I'm also at war with China, if that means anything.

I just had the same bug happen to me. This happened when two players declared war on me. The next turn an emergency happened against those players (because we had been friends for a long time). I am still at war with one player, but not the other. Playing as Cree on standard speed, turn 283, all DLC's installed, no mods, latest game version.
