Emergency Congress Confusion

I was notified many turns ago I could propose an emergency to deal with Indonesia taking a City-State.
I didn't propose it then because I as already at war with another Civ, now I want to but am told I can't call a special session this close to the last one.

1) How many turns must pass between special sessions? How can you 'know' how many turns have passed?

2) Can you only propose a special emergency the first chance you get, as in the turn you are notified you can propose, you have to do so then, you can't wait five turns?

2. Yep, no dilly dallying or it shows you did not really care.

I had a stupid situation, I converted 3 capitals quickly even thoughI was just having a fun long game (I wanted to get my tithe up) and I got 3 religious emergencies against me.... 30 turns apart. I had converted my entire landmass and so the second 2 were simple wins.

So you can only call it when you are first prompted? Can't wait?

Also, how can you tell how many turns until a special session? I assume a special session is not the same as the regular session they show.
