Easily duplicated:
Place an enemy spy anywhere on the world map, then place a unit, like a warrior to give you line of sight near it. Then scroll out to globe view, and click the View Domestics button. Voila! The enemy spy has a pop up bubble.
Noticed it first in Ultimate Strategy mod (was messing around with world view for the first time), duplicated it in Vanilla. Finding my screenshots, will post em if I can.
