Errors after attempting to install patch 1.74

Hi,
I am hoping anyone has some insight in to an issue I am encountering...
Tonight I attempted to install patch 1.74. Towards the end of the installation I received an error that it could not install. After this I tried to start Civ4 and I received this message : The program cannot start because D3DX9_32.DLL is missing from your computer. Try reinstalling to fix...

No biggie right???

So now I try to uninstall Civ4 so I can reinstall it and I receive this message: An error (-5004 : 0x80041f42) has occurred while running setup. Please make sure you have finished any previous setup and close other applications. If error still occurs please contact your vendor...

Can anyone help? Isn't there a way to manually uninstall (by simply deleting files) with out going through Programs and Features to do so?

For the D3DX9_32.DLL issue try installing the most recent version of DirectX 9c from Microsoft

Thanks for the help. I wouldn't have realized that that was directx with out your guidance. After reinstalling that I am back up and running...
