Ouch. Maybe not a good idea. Imagine them doing it to you. 20 turns. all your cities would lose 2 population and you'd have no production. Maybe if it just sent one city into rioting it would be better (and more realistic).

I agree that the one city thing would be better for gameplay purposes, though it would be less realistic.
 
Its funny. Its as if we take a "don't do anything to anyone else that you wouldn't want done to yourself" position to things. When I think about it, I don't want another civilization to be able to disrupt my civ so severely that I could be entirely crippled. In CivCTP there were a whole range of espionage missions including plant nuke. We need to get back to the down and dirty basics of espionage and back-alley terrorism.
 
Political correctness has struck again. Plant disease or some sort of poision water supply is needed. How about an 'assassinate leader' option? This changes the leader to something like Bismarck Jr. or Joan D'Arc III (depending on how many times they were assassinated :sniper: ) and the civ suffers a period of anarchy due to a lack of leadership. If you want terrorism to seem bad, maybe have all the world's opinion fall greatly or something. A forced change in government or causing units to attack their own civs (like a military coup) would be cool also.:mwaha:
 
Speaking of disease I have noticed that, except for jungles, that is never an issue for your cities at all. I think a cool specialist would be healer/alchemist/doctor. They should be able to cure two to four citizens for evey level of medicine they achieve. A disease factor should be applied each round to the cities. Let's face it the Plague, Spanish Influenza, etc. caused major havoc and helped shaped the course of history. Likewise Cure for Cancer could make six people healthy for every doctor specialist used instaed of making people happy. In that vein (pun not intended) you could plant a disease in a city but the effects would based upon the level of health that civ had achieved and how many health specialists were in that city. So if a city had three doctors for a population of twelve, the disease wouldn't work. But if they had only two and plant disease was successful then the remaining population would be erradicated. I think you could make up a new small wonder called a Bio Lab in ordere to be able to Plant Disease where these microorganisms are bred, but doing so should have a risk. Like if a city with a Bio lab falls into Civil Disorder then the diseases can escape and savage the population of the city the Bio Lab is in. :eek:
