You can change it in settings before you start the game AFAIK

Paradox Interactive -> Europa Universalis III -> common -> defines.txt
This is the line you're looking for:

50 #_cdef_core_lose_, //50
50 #_cdef_core_gain_, //50

This one doesn't use decimals....another mystery of Paradox. I'm not sure how this file works. I thought generally # meant everything after wasn't part of the actual code, but I think in this file it's the // instead. Either way you should only need to change the first number.

Or you could just not be a wimp. If PrawnStar can WC as the Iroquois then anything is possible.

If you have not started (or don't mind restarting and playing the first few years again), this is the best way to do it. You can also go into your save file with any text editor and change the option there as well. It's far better to do that than change the base game files.
