evolving govenments

What about instead of having a stated governments, yoru govenment evolves based on different legal and political ideas that come along with certain techs which you accept or deny. The first would be Hammurbis code (maybe with writing or it could be its own tech after writing or even better it is a small wonder you build that creates a government advisor.) After, numerous amendments, laws, social influences would be presented to as your tech advanced that you could add to your governments central tenants or preferences each having consequences and benefits. Everything from a bill of rights, slavery, sufferage, prohibition, nationalism, the police state, city-states, an elected senate, vassals, taxation without representation, religious persecution, juries, and on and on and on. Some would be mutually exclusive. Some you could choose and later repeal, others would close off other options as it became an embedded part of your culture, impossible to change. There would need to be enough to really give you the freedom to create something unique and increase playability with possible weird combinations forming, like a civ with a senate but still following the old eye for an eye.

It obviously needs to be expanded but really lets you build a unique face to your civ.
 
I think this is an idea worth exploring in one form or another. There are dozens of democratic countries around the world that all look and act differently from one another.

And one of the #1 determiners of replayability, aside from multiplayer, is customization and personalization. If someone can put their own spin on a civ that feels like THEM, I think the game will go much further.
 
I definitly think being able to choose what "laws" are in effect in your country would be a very nice feature. And even if you dont have evolving governments, certain governments would be more willing to follow one path or another. Monarchies would be more favorable to slavery and such... Certain laws that could reduce corruption but possibly reduce trade at the same time, things like that would be cool.
