I hope Firaxis improves governments in civ7

I agree with bonuses and penalties that are strong for governments than what we have... but there should be a lot of customizability in the government... apparently there can be a Modern Democratic Autocracy.... but that sounds interesting so it is a good thing.

I've dabbled with the idea of something like SMAC's Social Engineering where you could customize your government/society. This is what I came up with for a civ game:

You would start the game with the left most choices (Anarchy/Barter/Tribal/Survival/None) in the Ancient Age and unlock more choices with civics.
 
Perhaps choice of government should unlock a unique civics tree. It would work much like opening an ideology tree, but not include the diplomatic consequences if you choose a government different from another civilization. Not sure how deep they should be (three like an ideology, or 6+ with masteries like a civs unique civic tree?)

These unique civic trees would contain passive effects (including effects that define the bonuses you receive when entering a celebration, which accumulate the deeper you go into the tree), traditions that can be used in future ages, a wonder unique to the tree, possibly a unique unit, unique narraitve events and unique crisis policies (different governments react differently to a crisis).

I feel like this would flesh out governments more without requiring a whole brand new system.
