The Russians also established a Monarchy, 1 turn after the Zulu. We wanted to protect ourselves from attack under anarchy and so we waited until we noticed the Zulu were in anarchy then started a revolution. Having no set peace agreement with our neighbor, we are unsure whether we should build troops or improvements. We have concluded it does no good to build improvements if someone else walks in and takes our cities and have dedicated many resources to units. Now we have begun to wonder what the purpose is of developing units if we don't use them. I fear without peace agreements our troops will become restless.
