Experiences with World Builder

It is very easy to forget that Gathering Storm has to be selected as the rules set. I got caught out that way myself.

What is the upper limit for number of civilizations on a huge map? I see posts with 20 civs and 20 city states. What if I want less civs and more city states?

When I load a map in WB, there is a blinking green dot on the minimap. If I change nothing, and start a game using that map, that green dot is the starting location. If I change anything on the map, save it, then start the map in a game, I start in another location.

What is the blinking green dot in the minimap?
