Geeze, Ahriman, not all promotions are about boosting combat strength. If you want to think of it a particular way, then consider it like a Navigation promotion-but for an appropriate terrain type. This "Navigation" promotion could then be the basis of a promotion tree that improves the overall performance of the unit in said terrain. As I said before, your objections to this approach are predicated on a dumb AI or-worse still-bad developers. Limiting access to unimproved "bad" terrain (swamps, deserts, jungles & tundra), then allowing that limitation to be overcome with an appropriate promotion-& with that promotion being automatic for units built after a certain tech is researched-allows for a system where these terrain limitations don't have to be game-breaking, but where a smart player/AI can use promotions to gain rapid access to otherwise inaccessible terrain!
