F1 key binding not working.

Clean install... deleted all user details and still can't use the F1 key to bind to - Toggle Rankings Screen.

Can use F1 to bind to other action but Toggle Rankings Screen never works.

This seems like a bug, doesn't work for me, either. I even checked the input configuration files and F1 is supposed to open the Rankings screen. Probably a bug, I'll ask the mods to move this to Bug Reports. I noticed that lots of other keys fail to work, too. F5 & F6 work (quick save & load), so does the civilopedia hotkey F9, but that's pretty much it.
