It's simple enough to insert tundra and tundra hills into ValidTerrains. However, is there anyway to set the requirement for rivers if it's tundra? I know there is a RequiresRivers tag but that won't apply only to tundra, it would be a general requirement for farms.
Farms on Tundra only with river?

I've been working on trying to create a new modifier that allows for farms to be built on tundra as long as there is a river adjacent. My code gets through the Database log but it never takes into effect in the game. I think I may be going about this the wrong way but I'm trying. Any suggestions?
