"Feature Transfer Error" Upon Installation

It does not look like you have upgraded your Windows XP to the latest service pack. Go to http://update.microsoft.com CIV IV requires at least Service Pack 1.
I know Windows XP is up to service pack 3 - not sure if it makes a difference that you have XP Pro.
Also - you should know that you are at the edge as for as meeting the requirements to even play Civ. You only have 256 MB RAM, and a pretty low end graphics card. So, just to warn you, you may have other issues as well after you manage to install the game.
