FfH: Age of Ice, can I get a blizzard please?

What seemed obvious to me has now got me wondering about my sanity.

**some late game spoilers**

So right at the end of this scenario, I put the weapon together, take the orb of warmth from it position, and then wait... and wait, turn after turn expecting the lake to freeze over so I can attack the god of winter but noooo... so I dont get it, Im almost done exploring the whole map, the dragon is now dead, the tech tree is finished, whats left to do? Well, there is just that one last city in the upper-left of the map to destroy, but that cant be the reason, the quest box that came up told me to avoid the dragon and quickly go kill the god of winter, unless that was a deliberate attempt to 'throw you off'.

So do I just have to keep clicking 'end turn' until the RNG gods throw a blizzard straight over the lake or what?

That isn't the god of winter in the middle of the island. You are looking for Mulcarn who is somewhere else on the map.
