Japan also represent more than 75 % of Asias combined GDP, from Israel and Turkey in the West, to the Filllipines in the East.
 
Provo, if you want to try this, fine. If you'll write up the proposals (If I'm reading this right, anyone can write up a proposal) I'll review them, but I give no guarantees that anyone else will. Which brings up the question: what happens if someone doesn't give their opinion?

WEll, it is pretty straightforward, I have just built an infrastructure under the government
thread, where the city proposals are put up in advance of each settler expansion.
This means that the one that insists on building a city somewhere, at least should put up a screenshot with the marked tile and the city borders two spaces out each way.
The person insisting on others to take his/her proposal seriously enough, would have to measure up the tile values for the short and longterm, and present that under the screenie, and maybe come with some comments on how this city will benefit the functionality of the various departments. If it is a weak and uninspired proposal, it will shine through, and any amount of yelling and mudslinging cannot cover up the fact if it is a poor proposal with this option. If a minister, his deputy or assistant does not read the proposal and does not grade it or comment it, it does not matter, you can still present the grades and comments, and state that these did not reply.

The good part with this, is that since cities is the very core of CIV, as you know, and a a departmental figure does not care much for their use, that will become transparent to the electorate. Even if no minister forwarded you the grades/comment, you would still be able to poll two options. However, I do not expect you to present all the compass directions or make polls with more than two options, that creates politics, friction and confused interpretations. Your SE location was the optimal based on a long
debate, and some people has limited reading skills. A model with a 0-100 index based on government support and a polling the two best options, would reduce unnecessary friction to a minium, and those who feels for the case may well debate in the poll thread. Plus, personally, you and Epithemius would save both time, and can point out difficult people to quiet down, as your procedure would be crystal clear.
So this system is not the best hope for potential troublemakers.
