Hello all. I'm attempting to make a (simple?) mod that will limit the maximum culture a city can get. I tried searching the forums and only found this thread. It seemed simple enough, but it's not working for me. So I'm curious if it's because the information is outdated for BTS (thread is from 2006 i believe), or if theres a lot more to it than that. Sorry for being a noob
