Fleet Commander bug ?

I have a Fleet Commander which appears to be only capable of receiving land units, but not naval units. Is this a bug or am I missing something ?

I have a fleet commander bug. This has happened in all my games so far. The fleet commander begins with correct movement then at some point in my game it gets reduced for no apparent reason.

In this game I have the Chola unique fleet commander, the Ottru. As you can see, he is packed. He is also supposed to be faster than normal fleet commanders. Until a few turns ago he was cruising around with movement 6. Then it reduced to 3 for no reason. It remains at 3 whether packed or unpacked.

At this point I am finding myself doubting what the correct movement is even meant to be. Was it a bug when I had 6 movement or a bug when I have 3 movement?

Packing a unit is definitely supposed to add movement, right?
