Food supply

Hello.
I need supply / deliver food from the city 1, with surplus, to the city 2, with several need for grow population.
Can anyone make a mod for this? Transport or shipment, or a simple add X number, permanent or temporary?

Don't know about doing this in xml/sql using modifiers and requirements, but with lua, the only call I currently have found for adding/subtracting food from a city will not work in a ui context, and so would currently would not work once a game was reloaded.

My wish is a direct and immediate way to send and supply food between cities; without the specific, delayed, and corseted game trade rules; when i consider necessary, not when the game wants, and how, make this possible.
Perhaps the game permits now this in particular, ( send food, in automatic, temporary o permanent, shipment), and is my error don't see it.
In resume, a new way to send food shipments, under my decision.
