A thought - why has food never been a tradable commodity in Civ? There are alot of civs and alot of cities in the real world that would starve if they could only feed themselves with food from the immediate vicinity. It's kind of silly to have a huge city on the flood plain but it only produces like, 10 shields, and you have a town which could use a lot of laborers in the hills, except they would all starve 
Food should be tradable between cities and between civs. This way you could build large mining towns in mountainous, resource-rich regions, for example.
Of course, this is mostly for the industrial and modern eras. Spoilage would be a major drag on food trading until the invention of railroads, refrigeration, etc. And to trade food between cities you should have to build improvements such as grain silos first.
Thoughts?
