I'm not into making mods myself so I'm hoping someone could make this if it's possible.

Would it be possible to place oil in the sea and make a unit like an oilrig that could make something like an outpost at sea looking like an oilrig so that it would be possible to get oil from the sea too.

Is this possible ???

Okay let's go through them one by one:

You can place oil in the sea, that's no problem. You just change the natural resources allowed in Sea squares.

You can then add a naval unit that can build colonies.

This is where you start running into problems though. If the game doesn't crash once you build a colony in the sea, the colony will remain out of your trading network as it must be linked by a road to your empire. Colonies do not have harbors hence you'd have to build the oilrig platform within the confines of your cultural borders, or it will be worthless

In addition, you can't make the oilrig have a different graphic unless you really go in and hack the civ3.exe file. You can change the colony graphics but you'd have to decide between all colonies looking like oil rigs or all oil rigs looking like colonies.

So that's about the extent of what can be done currently. Not very useful if you ask me and it has very limited applications mostly due to inability to connect the oil to your trading network.

Yes, and with the right tehnology.

But you still would need a road to the colony, or the resource connected to a road if its in your borders. You might be able to edit it to build roads in the sea, but that would look, well, odd.

Personally, I think oil should be found in the sea or ocean too. I'm sure they could make some rule eliminating the need for roads for a special colony (oil rig).

hmm too bad the it doesn't seem to be possible.

Would have been cool if it was possible to add a seaunit the that like workers builds roads and railways would build piplines from oilrigs to shore.

Well I guess we can't have it all, too bad though.

an earlier mod, back when Civ3 first came out, made oil available on sea squares. In addition to all the other points mentioned above, because of the greater number of coastal squares vs "oil-bearing" land squares, almost all of the oil ended up being in the water!
Ie, because of the way Civ determines resource placement probability, you would not have any oil on land to speak of.

......something that should be tackled in either a Civ3 expansion pack... ......or Civ4.
