how about religious wars in which two religions are always fighting or prone to fight against each other and always looking for trouble? (Like in real life). Buddhists v Protestants; Zoos v Jews, etc. Random but known in the game. Perhaps the fist two religions founded or the first two founded in neighboring civs.
