forbidden palace

I've started a new game and I have like 20 cities but I still can't build a forbidden palace. The only reason for this that I can think of is that I upped the number of optimum cities to 100 (to stop corruption). Is this really the reason and if so how many cities will I need before I can build one.

If anyone knows I'd greatly appreciate it.

According to the literature, FP is activated when you have built half the optimum number of cities, in your case 50..... I hope you're playing on a huge world then.

BTW standard map, so I guess I'm going to have to cram
