Forced Settlement

I realized that you could choose between city hub or settlement, but recently I tried to create a city a little ways from my capitol and next to an AI, but it didn't give me the option of creating a city, and automatically made a settlement. What am I doing wrong?

You have a maximum number of cities to build. 3 on standart maps, IIRC. Thats a Kuriotate-only thingy, though.

Either that or you were playing multiplayer.
(Not that there's anything wrong with that. City hub/settlemnet pop-up causes OOC, so was removed from mp.)
