Forcing off-screen "jump" arrows to display longer

How can I change the amount of time for displaying an off-screen "jump" arrow - the term I believe refers to the "goto" circular icon with arrow button thingy that tells you, for example, when a source of coal has been discovered near one of your cities and invites you to click on it so you can jump to the relevant location?

By the time I'm through managing units, cities, all of these handy newsworthy off screen arrows have expired and disappeared.

I believe CyInterface.addmessage method sets the x,y coordinate to which these arrows point as iFlashX and iFlashY.

I want them to display indefinitely or at least twice as long before they expire or disappear.

I know I can click on some of these newsworthy events by clicking on the related log entry in the events log, but my mod does not write to that event log (and I don't want to have to write these events to the log because they are not quite worthy of being retained in the events log). I'm using these jump-thingys to point to cities in disorder, unhealthiness, pending growth, etc.

I've noticed that these off-screen arrows display indefinitely for active units that are not in the camera's eye, and they are twice as large as those that announce the revelation of new resources or the spotting of enemies near a city.
